A 23-storey tower from 1972, assessed for Aspen Properties across five studies. We found a chiller plant running at a coefficient of performance of about 1.0, an outdoor air sensor frozen at 24 °C, and an air handler cooling supply air to 5 °C in August while the floors below reheated it.

work applies.

The engineering is the same everywhere: measure, find the gap between design intent and operation, quantify it, verify the fix. What changes is the constraint: a hospital cannot be shut down, a process facility cannot lose production, and a housing co-operative cannot lose the funding window.
